The purpose of the Urban Develop-ment Master Plan (French: SDAU) for Greater Marrakech is to identify cur-rent issues and establish strategic prospective choices for the long-term (25 years) development of Greater Marrakech, taking into account the balance to be  preserved between urban extension, road networks, eco-nomic and agricultural activities and the essential safeguarding of sites of natural, historical and heritage value. 

 

The SDAU will essentially contribute to building a strong image and a clear

functional design for the city of Marra-kech and its immediate hinterland, which will facilitate the convergence of sectoral approaches and will cons-titute a significant aid to strategic de-cision-making.

 

The project included the following  

phases: 

 

PHASE 1: TERRITORIAL ANALYSIS

AND DEVELOPMENT ISSUES

 

An exhaustive diagnosis of the devel-opment of the study area. This phase 

focused on the analysis of the socio-economic, demographic, spatial, land and natural components and their im-pacts on the general development of the study area. 

This phase was enriched and comple-ted by the implementation of thematic participatory workshops: Economy and Employment, Development Model, Travel and Mobility, Intercom-munality ...

PHASE 2: ACTION PLAN, IMPLEMEN-TATION PROJECTS AND MAP OF THE SDAU 

 

The synthesis of the data from the territorial analysis and development challenges phase served as a basis for a coherent reading of the problem raised, and allowed the proposal of a development  strategy for the study area in the form of  sectoral action plans as well as a guidance scheme bringing together all the SDAU's devel-opment actions, which  will be detailed in the SDAU map.

The objective of this phase was to es-tablish adequate and focused solutions to the problems characterized and analyzed during the first phase. These solutions were transposed into the form of feasible actions and  projects. 

 

PHASE 3: SDAU REGULATORY

CONSULTATION DOCUMENTS  

 

This phase consists into preparing the report, which will be the subject of the various stages of the regulatory consultations, in accordance with Law 12/90 on urban planning, namely the central monitoring committee, the local monitoring committee and the munici-pal deliberations. 

 

PHASE 4: FINAL DOCUMENTS 

 

The final report of the Master Plan for Urban Development of Greater Marra-kech is the consultation document of the previous phase, modified strictly according to the observations resulting from all the regulatory meetings estab-lished by law and documented by mi-nutes.
